主办检察官办案责任制,是检察机关继实行主诉检察官制度后的又一重要改革措施,准备下半年在广东全省试点实施。全国模范检察院广州市白云区院,在试行主办检察官制度方面走在了全省的前列。早在1998年下半年,该院就提出了在反贪部门试行主办侦查员办案责任制的构想,经过半年多的研究和筹划,该院于1999年初制定了《广州市白云区检察院主办侦查员责任制试行办法》和《反贪局主办侦查员执法监督细则》,明确规定了主办侦查员的选拔、责任、权限、待遇和监督管理等内容。为使这项改革顺利开展,该院对原侦查机制进行了大胆的改革。一是简化了案件审批程序。对每个
