固体废物管理与温室气体排放具有密切的关系,美国和欧盟最早开展固体废物处置与温室气体关系的研究,并在实践中发展出许多值得学习借鉴的制度和措施。气候变化背景下,固废管理面临碳减排的政策约束,并形成废物管理变革的驱动力。我国有必要在借鉴的基础上,变革传统固体废物管理的政策理念,创新固体废物管理的实践做法,开发基于物理生命周期温室气体排放管理和废物方案层级管理的制度体系,以更好应对气候变化给我们带来的挑战。
