职务消费管理是公共管理和党风廉政建设中的一个难点,已成为当前社会反映强烈的热点问题。规范职务消费是节约行政成本、提高行政效率的重要途径,是建设节约型政府的重要内容,也是改善政府部门形象和从源头上预防和治理腐败的重要措施。温家宝总理在2007年的政府工作报告中特别提到要重点整治一些机关和事业单位的铺张浪费问题。加强职务消费的规范化管理已引起领导层的高度重视。
