企业经营机制一般包括:(1)动力机制。即企业通过自主经营决策来实现经营利益目标。自主经营权应包括经营战略、规模、形式的决策权、投资决策权和生产资料的占有、使用、支配权。没有自主经营权,就不可能实现经营利益目标,企业的活力就不能增强,企业自我发展也不能实现。(2)企业自我约束和自我调节机制。即企业在享有自主经营权的同时应负有经营责任,并把企业利益和经营成果联系起来,保证国家、企业和个人利益的合理分配。企业对占用国家财产要承担风险,进行投资决策时要保证投资效益,制止企业行为短期化。
Business management mechanisms generally include: (1) power mechanism. That is, the company achieves the goal of operating profit through independent management decision-making. The right to self-management shall include the decision-making power of business strategy, scale and form, the decision-making power of investment and the possession, use and control over the means of production. Without the right to operate independently, it is impossible to realize the goal of business interests, and the vitality of enterprises can not be enhanced and the self-development of enterprises can not be realized. (2) Enterprise self-restraint and self-regulation mechanism. That is, enterprises should have management responsibilities while enjoying the right of independent operation, and link the interests of enterprises with the operating results so as to ensure the rational distribution of interests of the state, enterprises and individuals. Enterprises should take the risk of occupying state property and ensure the investment benefits when making investment decisions to stop short-term corporate actions.
