农业发展关系国民经济和社会发展全局,农业丰则基础强,农民富则国家盛,农村稳则社会安。习近平总书记指出:“没有农业现代化,没有农村繁荣富强,没有农民安居乐业,国家现代化是不完整、不全面、不牢固的。”2019年李克强总理在《政府工作报告》中明确指出,对标全面建成小康社会任务,扎实推进脱贫攻坚和乡村振兴,坚持农业农村优先发展,加强脱贫攻坚与乡村振兴统筹衔接,确保实现脱贫攻坚目标、农民生活达到全面小康水平。
