本文在Pasquale,Ingrid和Petraglia(2007)基础上,构建了企业、家庭和地方政府三主体的新经济地理模型,分析了生产性公共支出对产业集聚的影响,发现生产性公共支出对地区产业集聚的影响分为“本地市场放大”效应和“挤出”效应;当满足突破条件时,外围地区的生产性公共支出的增加能打破长期均衡条件下的“中心-外围”结构。并在此基础上以1997-2009年中国省级面板数据实证上分析了生产性公共支出对中国产业集聚的影响,发现其对东部地区产业集聚的影响仍处在扩大的阶段,中西部地区生产性公共支出的增长力度还不足以打破现有的产业分布结构。
