Japan and India reached agreement on cooperation in nuclear energy On December 12, 2015, Japan and India reached an agreement on India’s first high-speed railway project and civilian nuclear project. Although India is a de facto nuclear-weapon state, it has not acceded to the Nuclear Non-Proliferation Treaty. Earlier, Japan was reluctant to strengthen its cooperation with India on civilian nuclear energy technologies because India was not a signatory of the Nuclear Non-Proliferation Treaty. Japan will provide India with a package of economic and technical assistance worth a total of 12 billion U.S. dollars
