A person from the State of Qi in the Spring and Autumn Period went to the State of Zhao to learn how to play the twenty-five-stringed plucked instrument. However, he did not want to spend time and efforts in learning the skills of playing this instrument; instead, he asked his teacher to set the tune of the instrument and used the glues to immobilize the sticks for tuning on the instrument. Then he gladly returned home and was prepared to show what he learned to his townsmen. However, he could not play even one short piece of music and still failed to do so in the following years. He felt strange until his teacher went to visit him from the State of Zhao. After knowing his embarrassment, his teacher said: “How stupid you are! The instrument with fixed tuning stick of course cannot be used to play music.”
Then, the phrase is used to describe the situation that someone sticks to old ways stubbornly in the face of changed circumstances.
