In the vast majority of urban and rural areas in Shanxi Province, people often see an old man who is always on the go and working day and night in militia and reserve positions. From time to time, he talked to the militia and reserve cadres and went to the militia’s home to talk with people. He also sought help from local party and government cadres, learned about the production and living conditions of the masses and how to give play to the militarization’s leading role in commodity production and hard work. Where did he go? Wherever the people regard him as the relatives sent by the party and his superiors, and some militias and people’s armed cadres, calling them “commanders of the militia.”
