On February 5, 2002, President Putin issued a presidential decree on the conversion of the Russian Center for Science and Culture of Russian Government owned by the Government of the Russian Federation to the Russian Center for International Exchanges in Science and Culture of the Ministry of Foreign Affairs of the Russian Federation. The objective of changing the affiliation of this center is to strengthen the cooperation of the Federal Ministry of Foreign Affairs in the implementation of the state’s foreign political line and in the economic, technological, cultural cooperation with other countries in the world.
