具有较强经济能力的人成为乡村治理的核心人物,形成能人政治模式。能人治理的出现是国家威权政治制度在乡村的辐射,是乡村传统的高度集权的政治体制向民主法理型政治体制转变的过渡阶段。它一方面推动了乡村的经济发展和社会转型,另一方面也存在着致命的缺陷。随着市场经济的不断完善和乡村社会的进步,能人治理模式必将向法理型治理模式转化。
People with strong economic power become the core of rural governance, forming a capable political model. The emergence of capable governance is the radiation of the state authoritarian political system in the countryside and the transitional phase of the shift from a traditional highly centralized political system in the countryside to a democratic legal-type political system. On the one hand, it has promoted the economic development and social transformation in rural areas, on the other hand, it also has fatal flaws. With the constant improvement of market economy and the progress of rural society, the model of capable man is bound to be transformed into a juridical model of governance.
