本文分析了我国基层社会民主自治的历史经验和面临的挑战;通过深入剖析上海市新华街道个案,阐述了基层党组织应如何发挥领导核心作用,化挑战为机遇,既促进基层自治建设,又加强对基层社会的领导;总结了在个案经验中获得的基层自治机制的启示,即:基层群众自治在现实生活中应该也必然是一种共治,基层自治要采取组织的形式、走专业化道路,基层党组织在基层自治中应发挥引领、服务作用。
This paper analyzes the historical experiences and challenges of grassroots social democracy in our country. Through in-depth analysis of the case of Xinhua Street in Shanghai, it elaborates how the grassroots party organizations should play a leading role in leadership and the challenges to opportunities.
