从上世纪80年代开始,为了适应社会主义市场经济建设,中国对行政结构进行了五次全国性的改革。但是,县乡行政机构改革并没有达到预期的效果,反而带来许多新问题。为什么多次改革并没有达到预期的效果呢?本文以西部D县作为个案,以D县近年来的行政机构改革情况为观照点,通过考察改革中县级行政结构的垂直关系和横向关系,来分析中国行政目前面临的许多现实困境,透视中国县乡行政机构改革中存在的问题以及可能的出路。
Starting from the 1980s, China has conducted five national reforms on its administrative structure in order to adapt to the socialist market economy. However, the reform of county and township administrative bodies did not achieve the expected results, but brought many new problems. Why did the reforms do not achieve the expected results? In this paper, the case of D County in the west is taken as a case study. Taking the reform of administrative institutions in recent years in D County as a point of view, by examining the vertical and horizontal relations of county-level administrative structure during the reform, This article analyzes many current difficulties that Chinese administrations are currently facing, and analyzes the problems existing in the reform of China’s county and township administrative bodies and their possible solutions.
