在秦汉四百多年时间中 ,“长吏”的含义有过变化 :秦及西汉时期大致指县令长、丞尉等县级官吏 ,但西汉有时也仅指县令长 ;到东汉时期则转为郡国守相和县令长等地方行政首长 ,而不及其佐官。秦及西汉时期 ,“长吏”还没有完全专有名词化 ,故还有用作“大吏”和“上级官吏”之意 ,到东汉则基本为地方治民长官专用了。而都官长丞和侯家丞自始至终没有被包含在长吏的含义内。这从尹湾汉简所载东海郡县长吏和都官长丞、侯家丞的迁转差异中也可以看出他们之间的不同。
During the four centuries of Qin and Han dynasties, the meaning of “Changli” had changed: In the Qin and Western Han Dynasties, it was generally referred to as prefect magistrates and county magistrates, but the Western Han sometimes referred only to magistrates; in the Eastern Han Dynasty Instead, they were replaced by local chiefs of state such as prefectures and magistrates rather than their magistrates. During the Qin and Western Han Dynasties, Changli had not yet been fully nominally regulated, so it was also used for the purpose of “big official” and “superior official”. In the Eastern Han Dynasty, it was basically reserved for local government officials. Both Chief Magong and Hou Jicheng have not been included in the meaning of Changli. This can be seen from the difference between the transfer of Donghae County magistrate and the captaincy Changcheng and Hou Jiacheng contained in Yin Wan Han Jian.
