为应对我国机动车、驾驶人数量的急剧增长与公安交通警力不足之间的矛盾,全国公安交通管理部门越来越依赖电子警察查获机动车违法。但是,电子警察无法确定实际机动车驾驶人,存在着“买卖”交通违法记分并代替实际驾驶人来处理交通违法记录的行为。本文介绍非现场执法监管模式及实现,融合处理前监管和处理后异常预警机制,并与公安交通管理综合应用平台无缝衔接,一方面,可以通过加强审核,有效过滤非实际驾驶人,另一方面,通过专家知识与大数据分析,主动发现顶替实际驾驶人接受违法处理的嫌疑驾驶人。
To cope with the contradiction between the rapid growth of the number of motor vehicles and drivers in our country and the shortage of police traffic police force, the national police traffic control department relies more and more on the electronic police to seize motor vehicle offenses. However, the electronic police can not identify the actual motor vehicle drivers and have “traffic” traffic law scores and take the place of actual drivers to deal with traffic violations. This article introduces the on-site law enforcement supervision mode and its realization, integrates the pre-treatment supervision and post-processing abnormal early warning mechanism, and seamlessly integrates with the public security traffic management comprehensive application platform. On the one hand, through non-actual inspection, Aspects, through the expert knowledge and big data analysis, take the initiative to find out to replace the actual driver to accept the illegal driver of suspects.
