基础教育与义务教育不同,基础教育是教育学上的概念,而义务教育是法律概念;义务教育规定的是各级政府的责任。由于我们的教育管理体制改革尚滞后,虽然还需要一个厘清的过程,但必须加快进程。改革发展到今天,已经历了四分之一世纪,早期的教育改革仅要求政府财政支出当中增加教育投入的百分比。从2002年起,改革又深入了一个层次,要求政府要从自己管不了、又管不好的诸多教育事项中退出来,不再办大教育、不做运动员;但有些却是不得推卸必须由政府去做的事项,义务教育就是这类重要的事项之一。这表明并不是减轻了政府负担或责任,恰恰是为了强化政府的责任。
