在新形势下 ,中国与非洲国家为应对国际形势的变化 ,特别是经济全球化的挑战 ,加强磋商与合作 ,维护发展中国家的利益 ,中国和非洲友好国家共同倡议召开中非合作论坛———北京 2 0 0 0年部长级会议。中非合作论坛机制的创立对中非加强合作具有深远和重大的意义。会后 3年多来 ,中非双方后续行动取得了显著成果。 2 0 0 3年 1 2月 1 5～ 1 6日 ,中非合作论坛第 2届部长级会议首次在非洲大陆举行。会议以务实合作的精神 ,审议通过了《中非合作论坛———亚的斯亚贝巴行动计划 ( 2 0 0 4～ 2 0 0 6)》 ,对今后 3年中非合作做出了规划和部署。有理由相信 ,通过双方密切合作 ,必将掀起中非友好合作的新热潮。
Under the new circumstances, in order to cope with the changes in the international situation, especially the challenges of economic globalization, strengthen consultation and cooperation and safeguard the interests of developing countries, China and African countries jointly proposed the convening of a forum for China-Africa cooperation - Beijing 200 Ministerial Meeting. The establishment of the FOCAC mechanism has far-reaching and great significance for strengthening the cooperation between China and Africa. More than three years after the meeting, the follow-up actions by China and Africa have achieved remarkable results. For the first time, the 2nd ministerial meeting of the Forum on China-Africa Cooperation was held on the African continent from January 15 to February 16, 2003. In pragmatic and cooperative spirit, the meeting reviewed and approved the “China-Africa Cooperation Forum --- Addis Ababa Action Plan (2004 ~ 2006)” and planned for the next three years China-Africa cooperation And deployment. There are reasons to believe that through the close cooperation between the two sides, a new upsurge of friendly cooperation between China and Africa will surely be set off.
