“两会”前稍显寂寞的“黑哨”事件让代表们一把火又给烧了起来。出席九届全国人大五次会议的浙江团代表、九届全国人大常委、原浙江省人大常委会副主任毛昭晰领衔提交给大会一份议案,矛头直指“黑哨”事件。议案引起的反响空前强烈。签名的42位代表中有13位是全国人大常委,他们来自中国从东到西、从南到北的21个省、市、自治区和澳门特区,这是一份具有广泛代表性的议案。与人大会议同时召开的九届五次政协会上,无论体育界内还是界外,代表们对“黑哨”的声讨格外一致,对这种体育界的腐败声声喊打。“两会”代表的分量确实够重,此前没有回音的最高检和最高法均在“两会”期间就“黑哨”问题表明态度。最高检要求各检察机关只要接到有关裁判受贿的举报必须受理,对经审查认为构成犯罪的“黑哨”,将以商业受贿罪对其提起公诉。最高院则表示,法院一旦收到这样的案件,一定认真进行审理,根据证据认定的事实和法律作出判断,确实构成犯罪的,将坚决依法惩处。不知那些快乐的拿了黑钱、快乐的吹了“黑哨”的“黑裁”们,现在是否还快乐得起来?尽管司法机关已经明确表示了介入“黑哨”,但有关俱乐部和足协能否交出“钢鞭”——裁判受贿的证据,将成为司法机关定罪量刑的关键。如果当初大喊“打黑”的俱乐部现在不是挺?
