战后初期(1945—1949),由于美国独家拥有原子弹,这就促使美国对其军事战略做出重大的调整与修改;这种调整与修改主要体现在国家安全概念的转变与美国战略空军的建立,从而构成了美国进行核战争的战略前提。随着战后美苏关系的不断紧张,美国军事战略的制订者从未来美苏之间爆发战争的假想出发,开始考虑对苏使用原子弹问题。然而,对这种战略的实施却存在着许多制约因素,对苏核打击终究只能是美国战后军事战略的一种设计
The early postwar period (1945-1949) prompted the United States to make major adjustments and changes to its military strategy due to the exclusive possession of the U.S. atomic bomb. Such adjustments and modifications are mainly reflected in the change in the concept of national security and the establishment of the U.S. Strategic Air Forces , Thus constituting the strategic premise of the U.S. nuclear war. With the constant tension in the post-war U.S.-Soviet relations, the makers of the U.S. military strategy have started to consider the issue of using atomic bombles on the Soviet Union based on the assumption that there will be no war between the United States and the Soviet Union in the future. However, there are many constraints on the implementation of this strategy. After all, the crackdown on the Soviet nuclear issue can only be a design of the post-war military strategy of the United States
