被视为开启民营经济发展春天的《国务院关于鼓励支持和引导个体私营等非公有制经济发展的若干意见》(简称“非公经济36条”)颁行一年来,文件落实取得了积极而重要的进展。目前已有10多个部门和单位出台了18个配套性文件,近20个省市区制定了实施意见。不少部门的配套措施操作性强,一些措施和办法还具有一定的前瞻性;许多地方的实施意见还注意结合当地实际有所创新、有所发展。这些配套文件和措施的制定,有力地促进了非公有制经济发展,也受到了社会的普遍好评。值此一年之际,全国工商联也在最近完成了一份问卷,问卷调查显示,民企对中国非公经济发展前景的信心指数却略有降低。据悉,此次针对“非公经济36条”推进情况展开的这项调查,应该是自去年
