国际比较视阈下国家开发银行职能定位的思考

根据国务院的最新批复,我国国家开发银行的属性由商业性回归开发性。逻辑和历史都证明:做为位于政策性银行和商业性银行之间的新型金融机构的开发性银行,能否按照国家发展战略需求发挥其特殊功能,关键取决于它是否有明确的职能定位和具体的业务界分。我国开发银行应该从“政策性职能恒定”的德国复兴信贷银行、“商业化浅尝辄止”的韩国产业银行和“迅速完成商业化转型”的新加坡发展银行的职能定位及其演变中汲取经验教训,长期坚持政策性主导的职能定位,不宜在短时期内推进商业化转型;应该在坚持政策性主导的前提下采取多元化的业务经营、确立政策性业务和商业性业务兼营、商业性项目盈利服务于政策性项目的方针。 According to the latest State Council approval, the property of China’s CDB has been commercialized by the government.
