日俄战争结束后,日本帝国主义从俄国获得了中东铁路南部支线即南满洲铁路铺设权。此后,南满洲铁路和中东铁路成为日俄势力在中国东北地区冲突、竞争的象征。为争夺中东铁路承担的物流运输以有效地牵制或削弱苏联势力,日本着手铺设拉滨铁路。1934年拉滨铁路完工后,逐渐发挥预期效果,承担不少物流运输,而中东铁路的经济功能随之下降。由此可知,拉滨铁路的铺设目的,就在于牵制中东铁路以减少苏联在中国东北地区的势力。“,”After the Russo -Japanese War ended,Japan obtained the right to construct the southern branch line of Chi-nese Eastern railway or South Manchuria railway from Russia.The South Manchuria railway and Chinese Eastern railway thus became the symbol of clash and competition between Japan and Russia in the northeast region of China.Japan tried to check and weaken the power of the Soviet Union effectively by constructing Labin railway and capturing some of the logistics transpor-tation covered by the Chinese Eastern railway.The expected effects gradually started to show after the completion of Labin rail-way in 1934.The Labin railway assumed a considerable amount of logistics transportation,which accordingly reduced the eco-nomic functions of Chinese Eastern railway.Those findings indicate that Japan constructed Labin railway to keep the Chinese Eastern railway in check and thus reduce the power of the Soviet Union in the northeast region of China.
