With the establishment of a market economy system and the accession to the World Trade Organization, the widespread undermining of mechanisms in China's public institutions has become increasingly apparent. The public institutions urgently need to establish a vigorous and viable employment mechanism. To speed up and promote the reform of public institutions and to build a contingent of highly qualified and socially-skilled professionals and technicians has become an important and urgent task for the overall reform and development of our country.
