中南區土地改革運動,即將全面勝利結束,農民土地所有制已經實現。今後農村工作任務應以全力開展農業愛國增產運動。求得農民生活的继续改善,以加强抗美援朝工作,为實現国家經濟建設計劃而奮鬥。为此,特佈告如下十項: (一) 宣佈土地改革結束。各階層人民應即全力轉向愛国增產運動,提倡增產節約,勤勞致富,愛国發家。但個別地區土地改革尚未完全結束者,仍应继续完成。 (二) 保護各階層人民的土地財產私有權利及其勞動所得。凡農民在土地改革中已經分得的一切財產,一律歸所得者個人私有;本人有經營、處理之自由权,任何人不得進行干涉或侵犯;违者依法懲辦。 (三) 强制地主勞動。地之從事勞動後,其勞動所得,亦同樣予以保護;土地改革中,其未經没收之財產,应積極投入生產,不再予以沒收;今後視其守法与自我勞動改造程度,得遵照‘中央人民政府政務院關於劃分農村階級成份的决定’改变其成份。如有不遵守政府法令,反攻倒算,破壞生產,以及造謠生事,陰謀反動等行为,一经查实,定予嚴懲,决不寬待。 Zhongnan District land reform movement, the forthcoming general victory, the peasants land ownership has been achieved.
