Crime and Change in 1989 The total number of crimes is provided on a table divided by the Republics. This complementary table provides important information. The first thing that catches your eye is the number of crimes that have taken place in the country - starting from 2,461,692. What is even more striking is the rate of increase in crime - an increase of 31.8% over 1988. Compared with 1988, the crime rate increased by 202.6 per 100,000 inhabitants. In 1989, the national average amounted to 866.3 people. The trend of increasing crime was recorded throughout 1988. This has been mentioned in the various committees of the Supreme Soviet of the Soviet Union and the second Soviet People’s Congress, as well as in the media of public opinion. For example, Bakarin, Minister of the Interior, is at the second Soviet People’s Congress
