各地(市)、县劳动局、各有关单位: 劳动防护用品(以下简称“护品”),是保护劳动者在生产过程中的安全和健康所必需的一种预防性装备,是受到国家严格控制的产品,为了防止质量低劣的护品的生产、经营和使用,省劳动厅根据国务院、劳动部等有关规定,曾会同我省有关部门制定了《福建省职工个人劳动防护用品管理办法》、《福建省特种劳动防护用品管理规定》等管理措施,并对特种护品实行定点销售等办法,从生产、经销、使用等三个环节加强管理,并取得了一定成效。但近年来,无证生产,非定点单位经销特种护品和使用单位购买无证产品的现象相当严重,假冒伪劣护品大量充斥市场,严重影响了护品的质量控制,对劳动者在生产过程中的安全与健康造成了很大的威胁。我省不少工伤事故的发生,就是由于护品质量低劣或使用不当造成的。为此除认真贯彻执行已有的护品管理规定外,还急需从下面几个方面加强护品的管理工作: 一、各级劳动监察部门要加强对护品质量的监督检查。在开展劳动安全监察活动时,应将护品检查作为重要的监察内容之一。对查出的问题,应按有关规定给予认真处理。对因产品质量问题而造成的人身伤亡事故,要追究有关人员的责任。
