欧洲钢结构学会(简称ECCS),于1977年组织召开了“稳定问题第二次国际会议”;会前印发有《初步报告》(以下简称为《1977年初步报告》),对这一学会关于《钢结构设计及构造的建议》(以下简称为《建议》)内的稳定条文,作了《说明》。其内容较为全面。今以这《说明》为主,择其对我们有用的,将其代号稍加修改,使符我国习惯,写成此文,作为科技情报来交流。
