要对权力实施有效的制约和监督,就必须建立制约机制,合理分解权力;进一步强化行政机关内部权力制衡机制建设,规范行政权力运行制度,推进权力清单管理制度化,防范权力脱轨;健全政务公开制度,把权力放在阳光下;强化行政权力外部监督,创新行政执法监督方式,最大限度地约束权力的任性。
