制度化是法制化的基础,法治化是制度化的最高层次。新中国成立以来,伴随执政党对制度化的认识提高以及依法治国方略的确立,官员考核制度化的建设开始起步,各类规章制度相继建立。官员考核的制度化过程使我国的官员考核呈现焕然一新的局面,对于推动国家法治具有重要意义。当前,我国的官员考核制度相比较于依法治国和建设社会主义法治国家的要求还存在不少差距,要缩小差距,必须在已经出台的官员考评党内法规的基础上,通过理论创新、制度创新和顶层设计,开展统一的官员考评法律制度建设,推动官员考评制度与国家法的对接,使官员考核行为上升为国家法治行为。
