2011年中央1号文件明确提出要大力发展节水灌溉。加强农业高效节水工作,是缓解宁夏干旱缺水矛盾,推动农业种植结构调整和耕作技术变革的重要举措,是促进传统农业向高效集约现代农业转变的根本措施。同时是落实最严格水资源管理制度,全面提高农业用水效率,强化水资源合理利用的重要措施。
In 2011, the Central Document No.1 clearly proposed that water-saving irrigation should be vigorously developed. Strengthening agricultural efficient water-saving work is an important measure to ease the contradiction between drought and water shortage in Ningxia, promote structural adjustment of agricultural planting and technological transformation of farming, and is the fundamental measure to promote the transformation from traditional agriculture to efficient and intensive modern agriculture. At the same time, it is an important measure to implement the most stringent water resources management system, raise the efficiency of agricultural water use in an all-round way and enhance the rational utilization of water resources.
