生态经济区划是生态建设规划的基础。沈阳市东陵区的资源、环境与社会经济存在着明显的地域分异性,采用多因子系统聚类分析法,将东陵区的6个镇、7个乡、9个街道,依其资源环境、社会经济及科技水平,划分为丘陵生态屏障区、平原高效产出区、城市工商园区。丘陵生态屏障区充分发挥林、草资源优势,种植业集约生产,建立以林为主,林、粮、草和多种经营相结合的生态农业结构。平原高效产出区地处城乡交错地带,经济实力雄厚,适宜多种蔬菜、瓜果、花卉等高产值的商品生产,同时也有利于养殖业的集约化经营。城市工商园区按照“大规模、高科技、外向型、集约化”的发展思路,适宜大力发展生态型工业园区。重点发展新型建材、机电、医药、食品、轻工等五大优势产业。改造和完善市场体系,完善和调整市场布局,着力构建市场“经济圈”和发展“市场群”,努力规范集贸市场。控制污染源,使生态环境质量逐渐达到社会经济可持续发展的要求。
