中国是一个农业大国,有9亿农村人口,从1987年开始的“预选”取代“协商”的村民直接选举改革,既增强了选举过程的透明度和民主性,又切实保障了村民的合法民主权利不受侵犯,是我国民主建设过程中的一次重大创举。 但同时也要看到,由于我国农村地域辽阔,经济和社会发展很不平衡,有相当一部分农民法制意识还很淡溥,一些干部对这场民主变革的意义还缺乏足够的认识和思想准备,在民主选举过程中,出现这样或那样的问题,都是正常的。今天我们编发《黑泥湖村选举缘何起风波》这篇报道,目的就是为了及时发现问题,抓住苗头,采取措施予以纠正,保证这种具有广泛而深刻意义的民主变革须利进行下去,逐步走向规范化和制度化,使赋予农民的政治民主权利得到保证。
