科学测算城市社区公共卫生成本,建立有效的经费保障机制,是促进公共卫生服务均等化的必要条件。文章对湖南省城市社区卫生服务中心公共卫生服务费用支出的实际状况进行调研,以实际开展公共卫生服务计算了物化成本和人力成本,在此基础上测算了有关规定额定的城市社区公共卫生服务项目所需要的成本即补偿标准;文章认为加大财政投入、实行双向补偿方式以及完善公共卫生人员绩效考核,是完善社区公共卫生服务经费保障机制的必由之路。
Scientifically measuring the cost of public health in urban communities and establishing an effective funding guarantee mechanism are necessary conditions for promoting equalization of public health services. The article surveys the actual situation of the expenditure of public health service in urban community health service centers in Hunan Province, and calculates the materialized cost and labor cost based on the actual public health service. On this basis, it estimates the urban community public health service items The required cost is the compensation standard. The article believes that increasing the financial input, implementing the two-way compensation and perfecting the public health personnel performance appraisal are the necessary ways to improve the community public health service funding guarantee mechanism.
