今年以来,围绕新《环保法》的颁布,国家环保部进一步加快了深化环评制度改革的步伐。我们知道,随着工业化国家在发展进程中逐渐认识到产业对环境具有的极大破坏性,20世纪60年代,美国率先诞生了环境影响评价制度。随着这一制度的发展成熟,至今已成为世界各国应对环境污染的重要法律手段。让我们先看看近半个世纪以来各国环评制度的发展路线图和一些环境个案对环保的推动。
This year, focusing on the promulgation of the new “Environmental Protection Law,” the MEP further accelerated the pace of deepening the reform of the EIA system. We know that with the gradual recognition by the industrialized countries of the devastating impact the industry has on the environment in the course of their development, the United States took the lead in creating an environmental impact assessment system in the 1960s. With the maturity of this system, it has become an important legal measure for all countries in the world to deal with environmental pollution. Let us first look at the past half century since the development of national environmental assessment system road map and some environmental cases to promote environmental protection.
