目的通过认真分析天津港8·12特大火灾爆炸事故紧急医疗救援的实施过程,总结灾区医疗救援工作的经验和不足,为开展类似的紧急救援提供借鉴。方法系统回顾紧急医疗救援的概况并开展质量讲评,总结出相应的经验和体会。结果针对事故实情应做到:(1)迅速启动实发事件应急预案;(2)迅速完成人员、物质、设备资源配置;(3)急救物资的供应及精湛的医疗技术,确保救援工作有效开展;(4)维护抢救现场秩序,重视心理健康教育;(5)狠抓灾后防疫工作,确保“大灾之后无大疫”。针对存在的救治环境忙乱,处理化学毒物药品、物资数量不足等问题,提出了制订详细的《突发事件抢救工作流程》,每年组织全院医务人员进行突发事件应急预案演习,对战备物资建立“三专”管理制度,制订《应急医疗急救药品、器材保障预案》等改进措施。结论紧急医疗救援实践中总结出的经验措施是行之有效的,对保障突发事件紧急医疗救援任务的完成具有积极的意义。 Objective By analyzing the implementation process of emergency medical rescue in Tianjin Port 8.12 major fire and explosion accidents, the experience and deficiencies of medical rescue work in disaster areas are summarized, providing reference for similar emergency rescue. Methods The system reviews the general situation of emergency medical rescue and carry out quality assessment, summed up the corresponding experience and experience. The results should be based on the actual situation of the accident: (1) quickly start the real emergency contingency plans; (2) quickly complete the allocation of personnel, material and equipment resources; (3) the supply of first aid supplies and superb medical technologies to ensure the effective implementation of the rescue work ; (4) Maintaining order at the scene of the rescue and paying attention to mental health education; (5) Paying close attention to post-disaster epidemic prevention and ensuring “no major epidemic after the disaster”. In view of the existence of treatment environment hedging, dealing with chemical poison drugs, lack of supplies and other issues, put forward the formulation of a detailed “emergency rescue workflow”, each year the hospital medical staff emergency response plan exercise, the establishment of combat readiness supplies “Three Specialty ” management system, formulate “emergency medical emergency medicine, equipment protection plan” and other improvements. Conclusion The empirical measures summarized in the practice of emergency medical rescue are effective and have a positive meaning for the completion of emergency medical rescue mission.
