随着经济的发展和改革的不断深化,预算外资金已成为各级政府财力的一个重要组成部分,它对调动各方面的积极性,促进国民经济和各项事业发展,起到了重要作用。但由于相应的管理制度和管理办法未能配套,又使预算外资金出现了不正常增长和过度分散的情况,这种情况正在国民经济发展中日益显示其负效应,它不仅肢解了国家财政资金,削弱了宏观调控能力,而且给整个国民经济发展带来了严重后果。
