将听证制度引入涉法信访案件处理中,可以更好地提高公安信访案件的结服率。通过听证可以检验调查处理结论是否正确合法,培养办案民警的责任意识、法律意识、时限意识、程序意识,节约有限的公安信访资源。公安机关应尽快出台涉法信访案件听证制度的法律规定,做好涉法信访人的法律宣传工作,依法维护信访秩序。
The introduction of the hearing system into the handling of cases involving petitions for information related to law can better improve the rate of cases of public security petitions. Through hearing, we can test whether the conclusion of investigation and treatment is correct and lawful, cultivate the sense of responsibility, legal awareness, time awareness, procedural awareness and limited resources of public security letters and visits by police. Public security organs should promptly introduce the legal provisions concerning the hearing system concerning petitions for cases concerning law and make legal publicity work for petitioners involved in law matters and safeguard the order of petitions according to law.
