《食(饮)具消毒卫生标准》颁布施行多年来,食(饮)具集中消毒服务机构和餐饮服务提供者对食(饮)具的消毒效果不尽如人意。经常性卫生监督工作中,如何扭转“碗筷徒手摸餐具不消毒”的乱象?在重大活动保障的快速检测中,如何使食(饮)具消毒卫生标准即时落地,真正成为现场卫生监督利器呢?快速检测的技术保障和行政处罚的法律威慑是必要的制度支撑。然而,我国《食品安全法》对于食品快速检测没有任何相关规定,在食品安全领域,快速检测结论不能成为行政处罚的执法依据。快速检测结论若不符合国家有关部门颁布的国家食品安全标准时,卫生监督人员仅能够劝解餐饮服务经营者根据其实际的经营情况采取合理有效的食品安全保障措施。此类情况下,若餐饮服务提供者拒绝劝导、依然使用快速检测发现的不符合消毒卫生标准的食(饮)具时,相关法律未赋予卫生监督机构适时、有效、有力的制衡手段。食(饮)具消毒卫生标准和现场卫生监督工作由此脱节。此时,现场卫生监督工作如何开展?IS09000质量管理体系是若干标准的集合体,是国际上通行的质量管理实践经验的制度总结,其在整体上,是一个系统的、有一系列程序保障的文件化的质量控制体系。该体系强调对国家相关法律、法规的严格遵从,强调尊重和满足该体系涉及到的多方主体的要求,强调工作流程的全程控制和“预防为主”。置言之,建立质量管理体系的过程就是按照预设的标准来配置机构、人员,明确工作流程涉及到的各环节的职责,通过即时动态的过程控制,实现全面的质量控制和管理目标。不难看出,ISO质量管理体系完全挈合卫生监督工作的目标需求。若能使卫生监督快速检测通过ISO的质量管理体系认证,从体系管理、现场检测、理化检测、放射检测等方面,对照法律法规、体系文件和标准规范的相关规定和要求,通过文件资料、检验报告书、授权签字人等关键节点的控制,保证快速检测结论的可知性、可见性、可查性和准确性,同时通过立法使快速检测结论成为执法依据,则可实现各类卫生标准与现场卫生监督工作的无缝衔接。
