本文锁定和考察了青藏高原东部边缘地区贫困发生机制和反贫困的特殊困难,结合“2020年全面建成小康社会”目标、《2011年-2012年农村扶贫开发纲要》和科学发展观要求,提出了“构建国家级青藏东缘地区生态扶贫试验区”的构想,并进一步提出生态抉贫“扶贫资源大集合、区域大合作、国家政策大倾斜、生态产业大发展”的政策措施.
