房屋租赁条例正式公布了,这是目前正确解决市民居住房屋问题的一个迫切而重大的措施。市人民政府,为了减少市民间因居住问题而产生的纠纷,促进城市房屋的修缮,减少市民住房困难,保障居住的安全,经过长期调查研究,广泛征求各阶层人民的意见之后,制定了解决房屋问题的方案。这个方案曾提交三届各代会讨论,全体代表一致认为制定房屋租赁条例实为必要,予以原则通过,又几经政府委员会与市协商委员会审慎研究后,今天正式公布施行。房屋租赁条例是针对天津市的现有房屋状况而制定的。天津的房屋问题十分严重,分析起来,大致有如下几个方面:一是房屋缺少不敷所需;二是租赁关系混乱,房屋纠纷繁多;三是房屋年久失修,无人负责,缺乏护养,坍塌现象严重。其中房屋缺少是最基本问题。正由于房屋缺少,所以造成了租赁关系的混乱;租赁关系不够正常,又形成了房屋的失修;主既不负责修缮房屋,租赁关系也就更难合理。三者相成相长,造成了严重的房屋问题。首先是广大的劳动人民特别是工人极端缺乏房屋。工人住房,情况好的平均四人一间,坏的七、八人至十人一间
