为了提高报纸质量,必须首先提高记者、编辑素质。为达此目的,除了要求每个记者、编辑自身加强学习、锻炼外,在报社内部还须在人事管理制度上进行改革,引进竞争机制,实行采编人员优化组合,奖优罚劣,优胜劣汰。本文提出滚动式管理模式,供报界同仁、报社领导和组织部门参考。滚动式管理的全称是滚动式计划管理,它是工业发达国家近20年来发展起来的一种新的现代化管理方法。它是根据运筹学的重要分支规划论的原理,通过编制一种灵活的具有弹性的计划,使企业在适应市场需要的同时,保持生产的稳定和均衡的计划管理技术之一。报社的工作性质和企业不一样,选用人才,调动记者、编辑积极性的内容也和企业不相同。但是,滚动式管理的基本原理在报社人事制度的改革中,还是可以借鉴运用的。

This article proposes a rolling management model for the newspaper colleagues, newspaper leaders and organizational departments for reference. The full name of rolling management is rolling plan management. It is a new and modern management method developed in industrialized countries in the recent 20 years. It is based on the principles of ORT’s important branch planning theory, through the preparation of a flexible and flexible plan to enable enterprises to adapt to market needs, while maintaining production stability and balanced one of the planning and management techniques. The newspaper’s nature of work is not the same as that of a business enterprise. The selection of qualified personnel, the mobilization of reporters, and the editing of positivist content are also different from those of enterprises. However, the basic principles of rolling management can still be used for reference in the reform of the newspaper personnel system.
