邵东县崇山铺乡山河村,位于一个偏僻的山冲。过去,这个村贫穷落后,年年向国家要钱要物。如今,村里不但解决了水、电、路“三难”,还办起了8个企业,有固定资产135万元,流动资金30多万元,年人平纯收入上千元。幼儿入托,村民烧煤不收钱,民政优抚、民办教师工资、村组干部补贴等等费用全由集体负担,还以其坚持走社会主义共同富裕之路及良好的社会风尚而引人注目。谈及这个变化,当地干部群众都说:“山河村有个好支书。”这个支书就是尹志秋。1989年10月,省委书记熊清泉来视察,他赞扬尹志秋是“领导群众干社会主义的过硬支书”。
