国民对“十二五”规划编制的最大关注点,应该是分配制度的改革。优化调整收入分配格局,已成为当前和未来推进我国经济社会稳步发展的重要环节。“十二五”期间,加大收入分配改革力度,并将目标量化纳入“十二五”规划,可以说是国民的共同期待。
