受到发展经济一些做法的启发,卫生防疫机构借鉴企业承包经营中的基本思想和成功经验,在一些地方也相继实行了承包责任制。据报道,这种承包责任制调动了职工的积极性,使卫生防疫工作实现了惯性运行,从而提高了工作质量,改善了服务态度,社会效益和经济效益都有了显著改善。笔者且不论卫生防疫机构的具体做法如何,利大还有弊大,而是先从理论上加以分析,即卫生防疫机构承包的科学性如何?卫生防疫机构引入承包制行通行不通?至于其他问题,日后再作探讨。
