随着国务院《关于建立城镇职工基本医疗保险制度的决定》的贯彻实施,各地都先后制订颁发了当地的城镇职工基本医疗保险暂行办法。作为承担城镇职工基本医疗保险的医疗机构,如何面对医疗保险改革,通过对国家、河南省、安阳市有关政策的学习和参观外省其他市、地的有关做法,结合参与制订市医保政策的有关体会,笔者认为,医疗机构应转变思想观念,积极适应医疗保险改革。 1 对医疗保险改革的认识 我国实施医疗保险改革的指导思想是:低水平,广覆盖。目的是科学合理地使用有限的医保资金,为更多的参保职工提供医疗保险服务。笔者认为,它的实施是政府针对近年来医疗费用不断上升采取的宏观调控手段,是社会主义市场经济体制下的政府行为。这次医疗保险改革是在我国建设有特色的社会主义市场经济体制下进行的,是与我国社会主义初级阶段生产力水平相适应的。它的开展与实施是以国家 With the implementation of the “Decision on Establishing a Basic Medical Insurance System for Urban Employees” of the State Council, local governments have successively formulated and issued temporary measures for local basic medical insurance for urban employees.
