《中长期铁路网规划》确定的铁路建设规模,使筹措建设资金成为加快铁路建设的关键问题。针对铁路管理体制改革、投融资体制改革的过渡时期,提出我国铁路投融资改革的途径—政府主导的逆向BOT模式,阐述了与TOT模式的区别、应用条件及其相关对策。指出应用逆向BOT模式,从交通运输规划、宣传、税收等方面采取相应的配套措施。
The scale of railway construction as determined by the “Medium and Long-term Railway Network Planning” has made financing the construction funds a key issue for speeding up railway construction. Aiming at the reform of railway management system and investment and financing system, this paper puts forward the way of railway investment and financing reform in our country - the government-led reverse BOT model, and the differences and application conditions with TOT model and the corresponding countermeasures. It points out that the application of reverse BOT mode, from the transport planning, publicity, tax and other aspects of the corresponding support measures.
