新一轮的司法体制改革不断地深入,“法治中国”建设逐渐成为我国改革发展的时代主题。其中,逐渐消除司法中的地方保护主义便是众多亟待解决的深层次问题之一,去地方化更是当下宏大司改工程的题中之义。消除地方保护主义需要一整套有机协调的制度,设立最高法院巡回法庭就是承载这一目标的重要实践。目前,最高院设立巡回法庭的改革思路还处在试点阶段,随着试点工作的推进,改革步入深水区,巡回法庭能否在去地方化的重任中发挥“排头兵”和中流砥柱的作用,还期待配套的立法工作和完善的体制运行机制。
