《军事历史》2015年第1期刊登了严可复《也谈对“军委参”的解读》,其中不同意“军委作战部不等于参谋部”的观点,认为“‘军参委’就是‘军委参谋部’的简称;实际上是特定历史时期对军委作战部的一种习惯称呼(不规范称呼);对以‘军参委’名义签署的电报,不必加以过度的解读”。对此,笔者难以苟同,仅就若干问题提出请教和说明。
