Between 1991 and 1992, there were several alternative routes planned for the Dutch high-speed rail line linking Amsterdam, Schiphol Airport and Rotterdam with Brussels and Paris. One of the options is the H-Line program in southern Rotterdam, which will cross the main waterways in the Netherlands, the Old Maas and the Dutch Waterways. During the initial study, it was investigated which technology was used to implement the river crossing program and what would have made it impossible to implement a selection option. The cost of construction was estimated and the impact of construction on the dimensions and construction costs of a two-lane monorail tunnel or a two-lane tunnel was investigated.
