1949年1月15日,毛泽东为敦促国民党军华北“剿总”总司令傅作义早日率部放下武器,实现北平和平解放,起草了一封以人民解放军平津前线司令员林彪、政治委员罗荣桓的名义致他的公函,然而这封公函根本就没有及时交到傅作义手里。北平和平解放后,当傅作义从报纸上首次看到公函的内容后,心情极不平静。后来,毛泽东通过派林彪等人和亲自与傅作义谈话等方式,不仅使他打消了疑虑,而且推动傅作义彻底改变政治立场,真正站到人民方面来,心情愉快地投入到新中国的建设中。
